Medical bills and attorney assistance needed

I am a Captain with the City of Fairburn Police Department. I had a total laryngectomy in December from prior cancer and treatment damage. I recovered quickly, and doctors cleared me to return in March. My city has refused my return, even though I have letters from multiple doctors. I now have assisted speech but am able to communicate orally and perform all essential functions of my job. They have also denied me modified duty, which is a standard practice by the city. During the time my return has been denied, I have lost thousands in side security opportunities. I still have $2500 in medical debt lingering near collections. I have attempted to retain an attorney but they want hundreds just to review and thousands to represent me. I have filed with EEOC, but it will take months to years to get a resolution through them.
